Mark Whitley, Executive Director of the Jackson County Development Authority has a degree in accounting and is a graduate of the University of Oklahoma’s Economic Development Institute and the Community Development Institute. He is a certified Economic Development Financial Professional and has over 20 years in federal, State and local economic and community development.
