Jackson and Roane County Economic Development Authority Executive Director Mark Whitley Announces Retirement 

Jackson and Roane County Economic Development Authority today announced the retirement of its esteemed Executive Director, Mark Whitley, effective October, 2025. 

Mr. Whitley has dedicated 29 years to the Roane and Jackson County Development Authorities.  He was instrumental in numerous initiatives that have significantly contributed to the economic growth and prosperity of the community. Under Whitley’s leadership, the Economic Development Authorities has successfully attracted several new businesses, created hundreds of jobs, and secured millions in new investments. 

“Mark has been an invaluable asset to our community,” said Rick Anderson President of the Jackson County Economic Development Authority. His vision and dedication have transformed our economic landscape, and their legacy will continue to benefit Jackson
County for decades to come.” 

During Mark’s tenure as executive director, he spearheaded key projects such as Concordance Medical, Berkshire Hathway Energy, Timet, Precision Castparts, Fireland Scientific, Kenna Industrial Park, Armstrong World Industries, Armacell expansion and Mustang Survival,  Amma Industrial Park and many many more with each having had a lasting impact on the local economy. Mark has also been recognized with numerous awards, including being named State Director for the Southern Economic Development Council of economic development directors of 19 StatesThe US Commerce Bureau of Economic Analysis in 2018, announced that Jackson County, West Virginia, led the nation among small counties with an 86.5 growth increase over previous years 

“It has been an incredible honor to serve the Jackson and Roane community,” said Whitley. “I am grateful for the support of the Jackson and Roane County Board of Directors which has a total of 42 members.  I’m also blessed with my relationship with our businesses and governmental partners, and the residents of Jackson and Roane County. I look forward to seeing the continued growth and success of our communities, said Whitley. 

The Jackson and Roane County EDA Boards will begin the search for a new Executive Director immediately to ensure a smooth transition and continued momentum in the community’s economic development efforts.
